Brad Pitt's 'Make it Right Foundation' enjoys limited success with ecologically sustainable housing rebuilds in a handful of city blocks. A few residents have also rebuilt their properties. Yet many half finished or blighted properties and vacant overgrown lots remain dotted throughout the landscape with limited new construction projects. Residents who have returned complain of limited services, infrequent police patrols, high crime rates, rampant mosquitos and uncontrolled vermin. <br />
