Second anniversary of Hurricane Katrina. Signs of hope and rebuilding. Darryl Ratcliff unloads cinder blocks from his van in the Lower 9th Ward. Daryl is helping an elderly couple to rebuild their home which was washed away when the industrial canal levee breached. Many residents are struggling to return to the still derelict and decimated Lower 9th Ward.
