Captain Russell Gelvin of the Lake Borgne Levee District (black shirt - police) and Louis Pomes, Chief of operations in neighbouring St Bernard Parish cut through red tape to oversee the breaching of levees to allow the town of Braitwaite to drain. Braitwaite was submerged during hurricane Isaac.
