Captain Russell Gelvin of the Lake Borgne Levee District helps his neighbouring Parish as he opens the Carnarvon Flood gates for the first time ever. The gates were installed following hurricane Katrina. Opening the gates will relieve water pressure on the inundated town of Braitwaite which was submerged during hurricane Isaac.
