Local councillor Cynthia Hedge-Morrell throws a wreath from the Claiborne Avenue Bridge into the Industrial Canal. Locals bury a symbolic coffin as they remember those killed by the storm. Abandoned overgrown lots remain in place as local and state government dismally fail to restore the area devastated by the storm. The Louisiana National Guard arrives in force at the Convention Center as the city braces for the imminent arrival of Hurricane Gustav.
